Gogeta is from another timeline, but he is still in Universe 7. In this timeline, everyone was fused together and were unable to defuse.
"Vegetto. He's just another me from another time."
They may be similar in some ways, but Gogeta was far from what Vegetto is. Let's say, they are two fighters that will eventually kill each other.
Yes, he acts like an idiot like Goku, and has a huge ego like Vegeta.
After a few days of being fused, Gogeta merged the two personalities Goku and Vegeta gave him. He became an easily annoyed, egotistical idiot that can /sometimes/ be nice.
backstory plus headcanons:
Gogeta is from Universe 7, but from an alternate timeline where the fusion dance was first learned. The world was beginning to end, and the Z Fighters decided to fuse with their partners all at once to defeat Broly. After bringing down the legendary super saiyan, the world's atmosphere was altered by such power and the heroes were stuck in their fusions. Gogeta, Gotenks, Bulchi, Prilin, Tiencha, etc.
They all had to learn how to live as one and merge their personalities. Gogeta had a tough time due to the two Saiyans that never got along. So, this is what he did:
The huge ego, easily angered, and blunt Vegeta was merged with the dumbfounded, kind, and lazy Goku.
After settling with his new way of life, he began training. Eventually, he learned to master not only the Super Saiyan 1-4, he also pressed on and learned Rage Mode, Super Saiyan God, and Super Saiyan Blue.

Gogeta was sent by Whis to another timeline because he sensed an odd 'disturbance' that he hasn't ever felt before. Once he had arrived, he saw similar faces he knew, and then... himself?
But it wasn't himself. It was Vegetto, and all of them were fused together with the potara earrings instead of the way that Gogeta's timeline fused with the fusion dance. Whis realized that these timelines were slowly crumbling due to the immense power fused into each body and decided to merge the two timelines together, creating the Fusionverse.
This was a pleasant, calm, and peaceful timeline where all of the fusions lived. Nothing ever really tried to destroy this timeline, mainly because of how powerful these fusions were. Vegetto and Gogeta together were very powerful; their usual power was doubled since they are Yin and Yang.
Seriously, Gogeta likes rap, Vegetto likes rock.
